i have a 3/4 length black flared skirt now i figure i should wear black shoes with it but do you also go with black nylons, and would a black blouse, red blouse or black and white blouse go best with it.

First of all, you do not have to wear black shoes with your black skirt. At all. Seriously, wear some fun shoes. And, if you do wear black shoes, nude nylons are probably better. Either wear the red blouse or the black and white blouse.
