I have tried proactive, it worked..somewhat, but I wasn't impressed. First off, I reccommend researching a bit on your skin type in general. Has it aways been dry, or is this due to swimming? Well... I have oily/normal skin, So I can't always relate, but I know what it's like to have your skin overly dry. I use to use harsh cleaners that I thought would help with oil, but that just makes it worse. Off hand, I would recommend is staying aways from that stuff, especially with the nature of your skin lately. Probably stay away from toner/astringents and go for a cleanser and then find a good face moisturizer or lotion, and one that is made for your skin type as well(spf is a +). If you want to use a good toner, skip the alcohol rich stuff for just plain witch hazel. We cleanse and destroy our skin of its natural oils and just leave it like that? Ouch, thats painful... and hard on your skin. I think once you discover what your skins needs are, the easier it is to find something that works for you.
Now, do you clean your skin after swimming? I am no expert, but with all the impurities in the water on top of clorine, that has to be really tough on your poor skin. Gently cleanse and moisturize?
Now, with the acne. My Mom was/and still is a heath freak(me too..sorta). Thats when I started taking Zinc supplements. Zinc help in the healing of tissue and help prevent scarring too. AND get this, you will like it, its a nessecery element in the oil producing glands of the skin. Nice, eh. It worked very will for me, my skin was clearer and the few acne scars just went aways. Also, there is a cream that called Zinc Oxide that helps too. Its thick and icky, but it protects the skin, helps healing of scars. I couldn't use it on my whole face because of oily skin, but spot treatment is fine too. This however, is not something to put on pimples but for afterwards and for acne scars...etc. And Speaking of spot treatment, as much as I wanted to buy those nice little medicated circles to put on my ugly zits, I found a cheaper method. I bought some little circle bandaids, and some Oxy acne treatment. Its a little bottle of lotion with 5% benzoyl peroxide. Now, if you apply to whole/parts of face, it will make your skin dry..because thats what benzoyl peroxide does, but if you put a little dot on a bandaid and apply to acne before bed... works good, Bandaids are made to stick, remember, be careful

At night, you could use a heavyier moisturizer.
In conclusion, I highley reccomend learning about your skin and body, so you can take care of it well

. Books, internet, newpaper, talking to experts and/or doctor. Also, please discuss some of the things with your mother, adult, or doctor. I am just speaking from experience and aquired knowledge. I want to help but I don't want you to hurt yourself either, so in all ways, be careful and take care of yourself
