Any idea on where I can find knee-high boots for thin legs? My calfs are tiny, and most boots gap at the top when I put them on.

I too have skinny calves. I bought knee-high boots WITHOUT the zipper. They are stretchy and conform much better to the leg. I believe the brand is "Unlisted". Oh yeah, they are cushiony on your legs too, not stiff.

Ok not only do I have skinny legs (at least below the knee) and really skinny ankles, I also have narrow feet. I would love to find some knee high boots, but it seems that even the stores that carry narrows dont make the boots (or sandles, but thats another thread) in narrow. I would like reasonably priced boots (and sandles) that stay on my darn feet. And if I hear "just try a half size smaller" one more tiem, I'm gonna scream - squishing my toes is not going to make a B width shoe fit on a AAA foot!
