hi ammy, your measurements sound fine to me, but if you want to get tighter, I understand the drive. Have you tried working with weights? Don't be afraid of bulking up. It's really hard to do that, esp if you are working with smaller weights and lower reps. Try finding Minna's Emergency Workout video. I have it and I like it pretty well. I also see Kathy Smith has a couple new videos with weights. I haven't watched them but really like Kathy. And I love using a stability ball for ab excercises. You can really target the abs. My waist is wide but my tummy is flat, so I really work my obliques and then do some deep side stretches. That seems to pull in my waist at the sides pretty well.
