I remember an episode where the designer painted the walls white and then decoupaged squares of tissue paper randomly all over. Any idea of what type of adhesive I should use to do this and what tools work best?

I think it was either wallpaper adhesive or watered down Elmer's glue. Have you tried Hildi's design. She is the most likely designer to do that.
