Why are not all the boxes in the tomb filled with all the dead person's bones? Wasn't this the purpose of the tomb and the boxes - to hold the bones? Shouldn't every box be filled with every bone?

If you watched the documentry you would have seen the part where the ossuaries were removed and the bones were re-burried elsewhere.
