I was checking out the wikipedia article for the Trump tower in Chicago and it claimed that the tower was planned on being the tallest tower in the world, until 9/11 when the scaled it back. I wonder why Trump did this? For fear that the tower would be targeted, or fear that people wouldn't want to live in it?

I understand the economy is in quite a slump, but why isn't the US in the competition against Dubai and China (among others) in building these super gigantic buildings?
