A cat attack is going to take a VERY long time. DOn't expect your tiel to get over it just like that or even in months because she won't. It's not something to be taken lightly, she was almost your cats dinner. Her hating human hands & hissing is normal for what happened. The cat is yours, she relates the cat to you. You need to understand how much this can actually devistate a bird.

Keep trying with her for as long as it takes & remove the cat out of the room when your tiel is out. If you have your cat wondering around while your tiel is out, she's not going to get over this.
You will need to do a lot of sucking up to her before she'll get over this (if she does).
Good luck

I answered this but it didn't go through for some reason Confused
She'll need quite some time to get over this, if she ever really does. A cat attack or scare for a bird is big deal & never taken lightly.

Keep going with what you're doing & expect this to be a long process. You need to encourage her to trust you & your hands again. Tiels are very nervous birds so if there will be any process it will be a long time. Offer her treats & lots of tlc. Don't allow the cat in the room or house while she is out of her cage. Discourage the cat ffrom being near her cage also.
Good luck
