Plankton are the answer.
Get water from the depths.
bring it to the top.
I propose a fairly simple test.
Using a oil platform, of all things,a compressor,and enough air line to reach the feet on the ocean floor,bolt the air line to the feet turn on the air.
Air will rise as well as colder waters. Plankton will thrive. I know this will work.
This is simple stuff.
