Both, suspect charities, or people tryin to experiment with something, the water bike for instance, a guy in Georgia wanted them to build a bike that ran on water..Jr said nope...The guy supposedly built a engine that would fit the bill..but for whatever reason OCC said no...

The guy probably wanted OCC to pay for the build. I'd say no too.
