My next door nebihor makes there puppy (few months old by the looks of it). Sleep outside all night, It has a box with a blacket (a tiny one). And 2 budwiser boxes i see it sitting in sometimes. It appears is water ball is turned over, and the puppy doesnt look happy. I go out at night and check on it, i dont go close because it barks. It looks weak when it walks, and its eyes show me its sad. Its in a fenced yard, Sleeps outside in the cold, Puppys shouldnt be alone and in the dark all cold. Is this animal abuse? Is it serious another to call my local animal police? Help. Thanks

If you are worried enough then yes, I would call your local SPCA. If there is nothing wrong then no harm is done. If there is a problem then it is better for it to be dealt with now when it can be nipped in the bud.
