I once heard when I was little that if you didn't have your toes you would not be able to stand up without falling over while bare foot because you would not be able to balance properly

Toes do greatly aid with balance, although with a little practice you can probably stand still with bare feet and no toes. Walking on the other hand...

i don't have a left foot (symes amputee) but i can balance just fine on and walk on the stump. sometimes, just to freak out my mom, i will stand on my stump and spin. she hates it

One of our Norwegian war-heroes, Jan Baalsrud, had to part with the better part of his toes on both feet, and had to use canes to walk for the rest of his life..

But he could walk, just with a bit more difficulty than others.
