The Bacardi commercial shows people dumping rocks into the water (i believe in a bay) from their boats, covering it in sand to create a mini island where they party. In the morning it is all gone. Is this actually possible? Can you really create an island stable enough and nice enough to "party" on with just rocks and sand dumped into the water?

You're WAY behind on this one. This has been done on a giant scale for years all over the world. The lastest Projects are in Dubai. Palm Islandsand The World-DubaiAnd 2 giant airports built on land fills, Kansaiand Hong Kong InternationalThese projects make a party island look like child's play.

Yes - have a look at Dubai (the world/palm island) but count on around $6 per cubic meter of rock/sand dump. In the UK it is possible to claim land that has developed above the high water mark naturally as it then does not belong to the queen or anyone for that matter. As for it all going in the morning local wave spectra would have to be on the large side. I think the "only when you are drinking bacardi" strap line from the 80'S helps the hydrological thinking behind this one.
