You can't go to the police and say "I think this person is a killer, arrest them." However, doing nothing is also not the answer.
First off, limit your own exposure to this person, for your own safety. Next, as has been suggested, go to the police, tell them the situation, and allow them to follow up.
While I sympathize with your situation, there is a fine line between protecting people and harassment, and you want to put this matter in the hands of people who can legally pursue it.
I had an encounter with Ted Bundy, someof you might not remember him as it was years ago, tells you how old I am. I was out with friends one night and thought he was a friend of a friend, leaving one bar we wanted to go to the beach so everyone was jumping into cars, mind you I had danced with him most of the night too, so I went with him in his car, I must have been about 20 years old at the time, I put up the fight of my life that night and was very lucky, a few days later he was stopped in front of the same club I had met him at with a tail light out the Pensacola Police pulled him over and after so many killings he was finally put in prison, if you have teen agers please stress to be safe, I trusted everyone, grew up in a small town moved after high school to Pensacola, when I heard about the Holloway case it sorta reminded me of what happened to me, only one thing I was not kissing all over the guy........be smart.....

I had an encounter with Michael King. Some times it's just too late to know what is happening till it happens. Playing down fear just could save your life. It did mine. A persons gut feeling and common sense will kick in when danger is present. Don't play on that fear! What ever you do, just act as if it's not happening and things are normal. If you do act on your fear, the dangerous person could act on your fear them selves and do you harm. Try hard to keep your composure. This kept me from being killed. My story later... No!... I can't talk about it now, the case is still open. But! The news already has my story in their hands.... No, I have not been called to witness... and may not. Because the police choose to not to believe the true facts of my story. They say they think... that I think my story happened. When in fact... you can't change facts of what did happen! One day, Michael will talk... I am still healing from my trauma I suffered that day. Thank God for my Church and friends who prayed and help me get through this. This ordeal I went through has changed my life. As a minister, I had to forgive Michael... but this does not mean that he will be excused from his crimes. A person has to reap what they sow. And reap he shall... Being denied being a victim in this case too; just goes to show you how bad the Parlous times we are living in. When the sinner scenario is believed over the righteous.

I'm not sure what you mean by 'someone on that path.' Assuming you mean preventionary measures, if its an adult, I don't think there are any reporting avenues to pursue unless you have some intimate knowledge of a crime the person has already committed. But if its a child, or a teenage minor, you may have more options. DCS would be my only guess.
Or I could be reading this wrong, and you're wondering what to do in situation where you feel that you are alone in the company of a serial killer and fear for your safety. I think the answer would be quite simple.
