Out of all of these horrific criminals that have been discussed so far on "Most Evil". I believe that there is one person that tops all of these sadist serial killers and that is Andrei Chikatilo (The Killer Department) for 1980's USSR. This deviant sexual perverse serial killers and done some of the worst sadistic acts known to man. Dr. Stone, please take on this notorious mass killer and let's hear your opinions of this sick killer...
