they should do a show based on the the series Death Note. Its a Japanese book series thats been turned into tv and movie adaptations.

Basically it is about a 17 year old student named Light Yagami comes into possession of a god of death's notebook which hold the power to kill anyone just by writing their name in it in any way you want.

Light uses this "Death Note" to rid the world of criminals by giving them heart attacks and becomes a false god named "Kira" by the media.

But it isnt just criminal he kills but anyone who gets in his way, be it police, FBI agents, even family if they threaten his vision to create the "new wold".

now they most likely wont do this on Most Evil since he is only a fictional killer, but by confusing himself with a god and ruthlessly murdering hundreds of thousands of people, i believe Light Yagami, Kira, to be the most evil person in history

Correct, the series only deals with real cases, and real people. However, psychologists will often evaluate the fiction writings of people to gain insight into their way of thinking.
