This question has been asked many times and there is no one perfect answer. Very few communities have Animal Cops like New York. They may be called animal control officers but that depends on the local laws. In some places, they are just people who collect the dogs then euthanize them after five days.

Animal control laws vary from city to city, county to county, and state to state. There are no uniform laws across the country.

The best thing you can do is research the issue in your location. Volunteer at the local shelter to see what is required. Find out what level of education is needed in your area. Do your research.
