Hey Rubia! I'd probably say they only tattoo legal adults, which means at least 18. They may or may not allow parental consent, but I doubt it very seriously.

HI~

YOU HAVE TO BE 18 TO GET A TATTOO. IT WAS EVEN ON THE SHOW ONCE A GIRL WAS 17 AND WANTED A TAT FOR HER 18 BIRTHDAY WHICH WAS THE NEXT DAY .SO THEY HAD HER COME BACK AT MIDNIGHT.
