They aren't testing to see if cigarrette butts fired from a gun can penetrate clothing, they are testing to see if it can penetrate flesh in a lethal manner. If it can without clothing, then the myth is confirmed. Clothing is a completely seperate variable. If the cigarrette shot is lethal in ANY circumstance, then the myth is at least plausible.

I just saw that episode ,and i agree.without a skeleton (at least).It would not be accurate,the ribs and sternum should stop filters.The concussion from the blast would cause the damage...

I believe that since the men were drunk that the heart was already effected by the alcohol and that the compression from the shot may have killed the man not the penetration of the heart
