Can you open a safe (like a bank safe) under water?

I find a few major problems with the idea here.
First and foremost is getting the water in there. Even if it would be possible to lance through the safe roof without incinerating the contents how would you get all the water there?
The Second is that mater that lancing through would burn the contents of the safe to an unsusable/sellable oblivion.

I propose that both of those can be circumvented with thermite. With it you would place the charges on the hinges, then another three on top in the rough locations of the pins. The thermite would burn clear through, and is very transportable. The only problem I can predict is that the thermite could burn off track and miss the pins.

you did the whole thing wrong the lance will kill evrything and 2nd the guy in the movie used a quich hose when its going that fast you dont need to pach it up!!!!
