If you just mean liquid water and no help like specially designed super buoyant shoes etc no, one can't. And what pray tell is Magetions? Do you mean magicians?

Walking on water, not even possible.

Similar way was attempted with some huge shoes on the show of the Mythbusters inja episode but they couldn't do it.

They only way possible is to freezing the water to look like a skating arena, or to cause the water to thicken by adding pounds and pounds of cornstarch making it like gel kindda substance.
