If the candle could be removed from the thrust without the flame being blown out, perhaps. I think, not likely would be a good answer.

How the heck could you reliably even fly that close to a candle?

Think scale Smile

It doesn't necessarily have to be a large human-sized jet.

It would have to be directly behind the jet when it first starts up in order for it to light the candle, since the turbines don't really blow out fire but actually a flam that highly flammable. So yes I think this would be a really cool myth to try, but I think it will be busted in the end.

Flame? Well, maybe if malfunctioning or it's a military jet with an afterburner going.

Your right, I did not read very carefully, I seem to have completely missed the part that the jet would be flying as opposed to setting still on the tarmac. In that light (no pun intended) I would guess this to be busted. Even if the candle where on top of a radio tower. The first problem would be that the flame would not encounter the candle long enough to cause the wick to reach the temprature of combustion. Then there is the wind generated by jet as well as the thrust of the engine.
