Wouldn't the wind just blow and scatter it against the building before it even hits the ground? I seriously doubt the stream would even hit the ground. Even a garden hose stream of water becomes a spray at the end.

If you are talking about from the top of the building at the observation deck it wouldn't even make it more than an couple of floors. Before it it the roof of a lower floor. The distance from top floors edge to the edge of the building that you could throw something off of and hit sidewalk. is quite wide. since it is built like a series of smaller boxes stacked on top of a larger one.
Do a google image search of the empire state building. For a side view of the building.
