I won't say for sure, but would guess it was "C", Ronald Reagan. (Martha Stewart? Is this for real?)

But, I don't honestly remember who said it. The name Adams rings some bells so, I'm going with Douglas Adams.

Well, the quote certainly sound Shakespearian, but I suspect that might be too easy. However, the other names are eighteenth and nineteenth century, which is (I believe) too recent for the quote, which was around before their time. So, I'll go with Shakespeare.
